Cameron Quinn

Ms. Quinn, an election administration and election security expert, joined the OSET Institute Board of Directors in December 2021.

Cameron has more than two decades of experience in elections security, election administration and election law, including serving as Chief State Election Official for the Commonwealth of Virginia and Chief Local Election Official for Fairfax County, Virginia.

 Over four years, ending in 2021, Ms. Quinn worked at the U.S. Department of Homeland Security (DHS), both as Senior Election Security Advisor at the Cybersecurity and Infrastructure Security Agency (CISA), and for three years as Officer for Civil Rights and Civil Liberties (CRCL) beginning in 2017. CRCL supports DHS as it secures the nation while preserving individual liberty, fairness, and equality under the law.

Additional election experience has included serving as Senior Elections Advisor at the U.S. Department of Justice, Civil Rights Division, as it was beginning to ensure states’ compliance with the Help America Vote Act. And Cameron spent time at the Federal Voting Assistance Program (FVAP), focused on military and overseas voters, in the U.S. Department of Defense (DOD). Ms. Quinn also served for two years as the U.S. Elections Advisor at the International Foundation for Electoral Systems (IFES).

Ms. Quinn has taught election law for over a decade at George Mason University’s Scalia Law School. Non-elections related experience includes recent work in Women, Peace, and Security (WPS) for both DOD and DHS, where she was Senior Executive in Charge. She also previously served as Counsel to the Chairman of the Merit Systems Protection Board (MSBP) and as an Assistant Attorney General for the Commonwealth of Virginia, among other prior positions. She began her legal career as an associate at Winston & Strawn

Ms. Quinn received her law degree from the University of Virginia and her B.S.B.A. at the University of Florida.
